TTS for Hindi has already been Developed by 'Text to Speech Synthesis for Indian Languages' consortium.

Its online  version is available at following link:
http://www.iitm.ac.in/donlab/website_files/research/Speech/TTS/DonlabTTSnew/online_tts.php

Steps to use :
1. in the " Transliterated Text Input" box type some Hindi transliterated  text (eg. Aapakaa naama kyaa hai?) equivalent Devanagari text will appear in "Unicode/UTF-8 Text Input" box

if you are having tool to type Devanagari character then put Hindi Devanagari text in "Unicode/UTF-8 Text Input" box.
 
2. press 'Synthesize'  button

3. you will get 'Download Voice File' option, just click on it. you can listen the synthesized voice.
   if you want to download the sound file just right click on 'Download Voice File' and the select 'Save Link as..' option

4. If you wish to use TTS of other languages( Marathi, Bengali, Tamil, Telugu or Malayalam) select the respective voice in 'Language' voice and then follow the above steps.

how do you make it a default tts in window 7 system. Can it be configured with screen readers available for the blind.

Just download the windows version of TTS and install it, by default it will be configured with Screen Reader NVDA. Now you can make NVDA as your default screen reader.

How do I make it the default TTS of my system. I would like to use it with other softwares also.

what is the total data that i willl need to download? I heard that this is a very large file probably more than 1GB. will it not slow down the system? what is its performance at faster speed?
