Some characters (Vedic) given 

but these are appearing as blank boxes to me.

Perhaps Latest Devanagari Font Mangal and Nirmala UI of Microsoft Windows 10 does have glyphs of these characters.

Kindly inform :

Which fonts can display these Vedic Accents and where these fonts are available for download?

Arial Unicode MS को तो पूरे यूनीकोड में परिभाषित सभी वर्णों का मास्टर
फ़ॉण्ट बताया जाता है. तब तो Arial Unicode MS में ये वर्ण दिखने चाहिए थे।

या फिर ये वेदिक वर्ण यूनीकोड में ही नहीं हैं?

In unicode, Devanagari and Vedic characters are in three different ranges.

Most fonts probably just cover the basics, only for Hindi.

Thanks.

But all these are, old versions. None of these are updated as per Unicode Ver.9.0

Presently Latest Devanagari+ font is "Nirmala UI" Open Type Font, comes in-built with Windows 10.

It has 13 languages combined in one.

It contains some Vedic glyphs, but not working, perhaps due to Windows shaping engine might not upgraded accordingly.

So Sans version has 900+ glyphs, Serif version has 700+ glyphs, 

Compared to this, Chandas, Uttara, Siddhanta have many more and are more suitable for Sanskrit.

Chandas - Devanagari Unicode Open Type font (ttf) with the largest ligature set. The font contains 4347 glyphs: 325 half-forms, 960 half-forms context-variations, 2743 ligature-signs. It is designed especially for Vedic and Classical Sanskrit but can also be used for Hindi, Nepali and other modern Indian languages. The font includes Vedic accents and many additional signs and provides maximal support for Devanagari script.
