Sri Lankans can receive online payments as 'Online Money' and 'Actual
Money'.

With MoneyBookers & Alertpay you can receive payments as 'Online
Money' & then you can withdraw your money to your Sri Lankan bank
account & cash them as 'Actual Money'.

But with Paypal you can still receive 'Online Money' though you cannot
convert them as 'Actual Money'.

Here is how: If you want to receive online payments via Paypal, you
have to sign up with Paypal using a USA or UK address. (Better if it
is an address of a relative or a friend. Using fake addresses is
illegal but still you can get done the work) If you sign up for a USA
account you can easily receive money to your Paypal balance as 'Online
Money', but you have to link a card to spend that money. But with a UK
account you can do both receiving & spending online money easily
without linking any card. (Its currency is in GBP but accepts USD
payments without having any issues)

Regarding spending money, unfortunately you can spend the 'Online
Money' in your Paypal balance only to make online payments such as
purchasing items on ebay or registering domains, etc. You cannot
withdraw that Paypal balance to your card nor to your Sri Lankan bank
account since your Paypal account is a USA/UK one. That is you cannot
convert the 'Online Money' you received to 'Actual Money' in any
method.

(In case if it is not online payments, but foreign payments, you can
use Western Union or Moneygram as instant payment methods or wire
transfer as a secured payment method via any Sri Lankan bank which
provides those services.)
