If it is GRUB legacy,
# nano /boot/grub/menu.lst

If it is GRUB2,
# nano /boot/grub/grub.cfg

Carefully read the file. Instructions for adjusting this timeout are given in plain English.

I tried to edit menu.lst file but it doesn't allow me to save it as
the file owner is root user. But I can log as the root user. I can't
remember whether any root password set other than my own user
password. So how can I edit this?

If you are using Ubuntu, press Alt+F2 and enter gksu nautilus /boot/grub in the Run dialog box.

In Ubuntu, there is no seperate root user by default. You can enter administrative (root) mode with programs like sudo (CLI) and gksu (GUI)!

No, root user is there. But you can't login as root from login window unless,
* You have set a root password, and,
* You have enabled root login from login window settings

Normally, when installing ubuntu, it won't ask for any root password. You have to specify it after the installation.
In command line mode, you can become root by using any of these commands:

su -
sudo bash
