win xp and mobile partner

my machine . When I plug it to the usb sockect
and try to run the mobile partner nothing happens. ahen double click
the green coloured mobile partner icon
it opens and nothing inside it.tHIS HAPPENES in one machine which have
the os win xp version 2002,sp2. But i test it with some other machines
with win vista and xp. they work nicely. This problem is unique to
this machine only. I also format
the machine re install the os and tried, but the same result. There is
no virus guard also installed in it.Can any one help
wih this?
