cpu fan speed

i have a system which has e5300 dual core pro: with intel DG41RQ mobo.my cpu fan always run at arround 950 rpm.it never changes rpm significanly either in idle or at load.i installed speed fan 4.41 & try to adjust my fan speed
but speedfan cannot detect my fan .

my cpu cores are at 34-36 deg in idle.fan rpm is arround 950 rpm
when i am encording a video cpu temp goes high (at 56-58 deg) but fan speed is the same.
can any one tell me what is the issue with my mobo?
i only use the mobo 3-4 months .
i have enable the fanspped control in bios.
i am runnning win 7 ultimate.

I've had a problem like this..Then i downloaded and Updated my BIOS
through windows.(with my Motherboard bios update tool)
Then i could slove my problem..I did this according to TK

BIOS settings වල බලන්න Speed Control එක වෙනස් වෙන විදිහට තියෙන්නෙ කියල.
ඒ කියන්නෙ temperature/health status ඒව monitor කරනවද කියල මුලින් බලන්න.
ඊළඟට බලන්න උෂ්ණත්වය අනුව fan speed එක වෙනස් වෙන විදියට settings හැදිලද කියල.
Save කරල restart කරල බලන්න.
කෝකටත් BIOS update කරන එක හොඳයි...
