We would like to purchase e-readers that students can use in class and with learning support which will be issued through the library. What is the best? How do schools manage the subscriptions for each one? Ideally, we want students to be able access both e and audio books. 

E reader - Kindle, Kobo, Boox?
School subscription to Kindle/Kobo/Audible etc
Issuing devices through the library.

Our Library bought eReaders quite a few years ago and no one really used them.

We have  several extensions we install on student devices to help. 
We have chosen ones that can read the text aloud, highlight text, use a dyslexic font etc.
Using the extensions means the student can have a tailored experience for their needs in every class and at home.
