muxstart.exe exiting with STATUS_CONTROL_C_EXIT

When users from a trusted domain try to start the mux and dispatcher
the muxstart.exe exits with the error code STATUS_CONTROL_C_EXIT. This
prevents dspstart.exe from starting dspserv. Users from the main
domain do not generate the muxstart error. Any ideas on what is
happening and how to fix it?
