new signs on Winthrop

I noticed that new signs have been installed along Winthrop, south of Boston Ave.
I'm guessing that VHB recommended that this was an immediate improvement that could be made straight away.
Who installed these signs, the City of Medford or Tufts? I'm guessing that Tufts did, with approval of the City...?]
If it was the City of Medford, these should be installed all across the City, as Somerville, Cambridge and other municipalities have been doing for a number of years.
