How can we create a student account that does not have email access on
our domain? or How are your students getting access to docs and sites
on a domain?

A domain can have email turned OF  or ON  for the whole domain.
We have a student domain with email turned off.
You would have to create a new domain for students w email turned off.
Then the adminstrator would create the accounts the same way he created  yours.
You can import a CSV file with the username and passwords (which is how I suspect your administrator created your account)

Hope that helps.

Thanks. It eventually will - meaning I will have our tech begin the
process. It took a long time to get the account set up. Google is
slow to respond to issues.

I don't imagine they will get "faster" as more and more schools join K12 domain.
or maybe they will because they will be adding a "division"
There use to be a phone number you could call when you first joined.  I know I have 'called" and gotten good response time.
But I'd be willing to bet they just grew exponetiall in the domains for education sites this summer.
