Here is the problem you are facing: Folks who know little or nothing about effective reading interventions always think that some commercial reading program is the solution. This is true even though the research evidence is clear that expert teaching not commercial programs wins every time. Special educators typically have less preparation for teaching reading than do classroom teachers and school psych programs require not a single course in reading development or reading assessment. If your district/state has turned authority for reading interventions over to folks from either of these groups it suggests to me that you are working where no one has a clue (or an interest in) about solving the problems struggling readers face. Scripted programs have NEVER proven effective at solving the struggling reader problem and we've had those programs for 50 years. They didn't solve kids problems 50 years ago and they don't solve them now. Every struggling reader is unique and there is no one-size-fits-all solution for effectively addressing their problems. What would likely be more useful for struggling readers is spending money to provide special ed teachers and school psychs professional development to build their expertise about effective reading lessons and useful reading assessments.

    our Spec Ed students to an array of scripted programs that are presently
    available. Barton and Sylvan to name two. Our district has a literacy
    model. It is a FRAMEWORK embedded with best practices. It is NOT scripted
    but does follow a continuum of literacy learning. Am I wrong in suggesting
    that our Spec Ed kids are not in need of MORE scripted programs? I
    certainly do recognize that some kids have greater needs than others, but I
    am not convinced that a scripted programs is the solution and panacea for
    these struggling readers. Any constructive feedback would be appreciated.
