The lead containing service lines run from the city owned water mains
to the water meters inside the houses. The service lines are owned by
the property owners and are their responsibility to replace. An
individual home owner can pay to have his lead lines removed and
replaced with copper and be done with it.

Or, they can complain about the lead for years until government
replaces the lead service lines for them.

A fellow told me got a leak in his service line so he had water in his
front yard. He paid a plumbing contractor to fix it.
