Addition to draft Darwin Core RDF Guide

I did not intend to make changes to the RDF Guide at this point.
However, I found the documentation for the rationale stated in footnote
6 of section 3.4

The change I made was to add a link to the entailment rule that
justifies the statement in the footnote. If anyone has a problem with
this change, please let me know.
