TDC 2023 Update: Held-out data and models released

Hello,
The held-out data and models are now available. We have added code to the starter kit repository for using these data and models to run local evaluations that can be compared with scores on the official leaderboards. For more details, see the updated Local Evaluation sections in https://github.com/centerforaisafety/tdc2023-starter-kit/blob/main/trojan_detection/README.md and https://github.com/centerforaisafety/tdc2023-starter-kit/blob/main/red_teaming/README.md.
