TDC 2023 Update: Test phase postponed to 10/28

Hello,

To provide more time for the organizers to prepare for the test phase, we are extending the development phase by three days. The test phase will now begin on October 27 AOE. We are also extending the test phase by one day to provide more time for preparing final submissions. The test phase will end on November 1 AOE.

As a further clarification, the exact time that the test phase will start and end is midnight AoE for both days (10/27 and 11/1).
