Job Description

This position is responsible for performing intermediate skilled technical work related to natural resource protection and implementation of the City’s natural resources ordinances and policies. Primary responsibilities include reviewing proposed development plans (commercial, subdivision, single family) and coordinating with other departments for natural resource ordinance compliance. This includes providing oversight for compliance with approved grading, erosion control, tree, and water resources protection plans. Other responsibilities include wetland protection activities, facilitating maintenance of green infrastructure practices on public lands, providing technical assistance to landowners related to natural resource protection, implementing a comprehensive records management system, responding to and resolving complaints relating to grading, erosion control, tree preservation, and water resources protection, and related work as apparent or assigned.

Work is performed under the limited supervision of the Natural Resources Manager.

Duties/Responsibilities

  1. Leads plan review for natural resource-related ordinance compliance on all commercial, subdivision, and single-family developments as part of a multi-departmental development review team. 
  2. Reviews all grading and building permit applications for compliance and financial assurances, and monitors sites. This includes inspecting, enforcing and tracking the natural resource issues on every site, as well as permit close-out inspections. Also responds to potential violations and takes enforcement action as needed.
  3. Coordinates state municipal stormwater (MS4) activities related to construction stormwater, illicit discharge and associated outreach responsibilities as part of the city’s MS4 permit requirements.
  4. Leads assessment, monitoring, and maintenance activities for green infrastructure practices on public lands.
  5. Responds to public inquiries or concerns and offers technical assistance for conservation easement management activities and on natural resource protection measures to residents, other City staff and outside agencies.
  6. Serves as the City’s wetland Technical Evaluation Panel (TEP) member and performs wetland boundary determinations and other natural resource monitoring activities as assigned.
  7. Assists with public informational and educational materials to increase public awareness of the importance of natural resources in the City of Minnetonka; produces natural resource ordinance outreach materials for developers; participates in outreach events and programs.
  8. Provides training and directs the partial workload of a full-time natural resources technician and seasonal staff who assist with permitting review, inspections and compliance.
  9. Maintains records for permitting, compliance issues, property inquiries, conservation easements, and GIS based information.
  10. Provides information and support to other City departments.
  11. Performs other duties consistent with the responsibilities of the position as apparent or assigned.

Qualifications

Minimum Qualifications: 

  • Bachelor's degree in environmental or natural resource sciences, or related field
  • 1 - 3 years of moderate experience in permitting and development review related to natural resource protection, or equivalent combination of education and experience
  • Valid driver's license 
  • Construction Site Management Erosion Control Certification

Preferred Qualifications: 
  • Master's degree in environmental or natural resource sciences, or related field
  • At least 3 years of advanced experience utilizing GIS systems 
  • Wetland Delineator Certification
  • Stormwater BMP Assessment and Maintenance Certification
  • Prescribed Fire Training

Physical Requirements: 
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires walking, sitting, reaching with hands and arms and lifting and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and exposure to fumes or airborne particles; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
