Thunderbird 31.8 prerelease is on the ftp server since 5 days. How can
we find out when it is officialy released? Usually the answer is
whenever it is on the download webpage, but that download page points
only to 38.x, not to 31.x any more. Firefox points to both during the
ESR overlap.

I do not see what you see, you can download release version 31.8 from the ftp server
http://ftp.mozilla.org/pub/mozilla.org/thunderbird/releases/31.8.0/

Yes, but Mozilla has the habit to copy prerelease versions into the
release directory on the ftp server, before they have tested it. Then
sometimes a few days later they quitely replace the file with a fixed
version, without modifying the version number.

That's why I asked how we can know when it is declared as officialy
released. Because if it needs a fix after this, it will get a new
version number.

Usually a version can be regarded as being released as soon as it is
linked on the download webpage, but the download webpage has already
been modified to show only version 38.
