Clarification on the elemental amulets

[OOC, obviously] So, the amulets let us cast spells up to 2nd level
with no charges drained; I get that much. But, do spells higher than
that take a charge equal to their level, or equal to their level-2?
IE, would a 3rd-level spell take 3 charges, or 1?
Also, I'll just put this here so that I won't forget: We should
probably pick up some firewood and tents if we're going to be headed
to the arctic.
