Charitable Gift Deductions before and after KETRA

What I want to know:

I have read that deductions for charitable gifts are normally limited
to 50% of the taxpayer's adjusted gross income. Can you tell me where
in the 1040 tax form or instructions for 2004 I would find this?

Why I want to know:

I am trying to understand the impact of the Katrina Emergency Tax
Relief Act of 2005, KETRA, on charitable giving. I wish to create a
spreadsheet demonstrating the taxes owed for two different scenarios -
with and without the 50% limitation.

What I have tried:

On http://www.irs.gov/formspubs/ I have searched the 2004 1040 tax
documents (1040 and Schedule A forms and instructions) and cannot find
where the 50% limitation is specified. Those instructions refer to
Publication 526, but I can't find an old version of it - only one that
has been updated for 2005 with the KETRA changes.
