MARCH 4, 2026 – The New York City Independent Budget Office (IBO) will testify before the New York City Council Committee on Mental Health and Substance Use.
IBO’s testimony will discuss the operations of the Behavioral Health Emergency Assistance and Response Division (B-HEARD) program and several factors that the Mamdani administration must consider for optimal performance, both for the current program and any expansion efforts.
IBO’s report explores B-HEARD as it has been structured until now—a program jointly funded, operated, and staffed by the Fire Department (FDNY) and Health + Hospitals (H+H). IBO conducted its analysis using FDNY data from the beginning of the program in June 2021 through the end of March 2025.
