Subject: Notice of Contract Award: Public Education & Media Campaign Services

Tldr: https://a856-cityrecord.nyc.gov/RequestDetail?RequestId=20260128010

Dear Fellow Taxpayer,

In the interest of transparency regarding City spending and public health initiatives, we are sharing details of a newly awarded contract by the NYC Department of Health and Mental Hygiene (DOHMH).

The City has finalized a multi-year agreement for the creative development of public education campaigns. This investment is designed to ensure that critical health information reaches all New Yorkers effectively through modern media channels.

Contract Overview

  • Project Title: Creative Development of Public Education

  • Agency: Department of Health and Mental Hygiene (DOHMH)

  • Vendor: Mind4, Inc. (Located in Manhattan, NY)

  • Total Award Amount: $10,000,000.00

  • Selection Method: Competitive Sealed Proposals

What This Covers

This contract allows the City to develop and launch media campaigns on an as-needed/on-call basis. You can expect to see the results of this partnership through various public-facing materials, including:

  • Broadcasting: Television and radio PSAs.

  • Digital Reach: Targeted social media and digital advertisements.

  • Outdoor Media: "Out-of-home" signage (such as subway ads and billboards).

  • Collateral: Informational brochures and physical health resources.

Why This Matters

The City utilized a competitive selection process that balances price, quality, and expertise. By securing these services now, the DOHMH can respond rapidly to emerging public health needs—whether that involves mental health awareness, nutrition, or disease prevention—ensuring that taxpayer funds are used for high-quality, professional communication.

Dear Ralph,

I hope you are doing well.

I am writing to express my strong disagreement regarding the recently announced $10,000,000 contract awarded to Mind4, Inc. for public education and media campaign services.

In my view, this represents an unnecessary expenditure of taxpayer funds. These creative and communication services could be managed more efficiently by existing city employees who are already on the public payroll. Furthermore, outsourcing such a significant contract to a private entity raises serious concerns regarding transparency and the potential for professional kickbacks.

Beyond the financial implications, I fundamentally believe the City should not be allocating resources to influence public opinion. Following our experiences with COVID-19 and other recent marketing initiatives—which often appeared to prioritize specific industry interests over science-based health information—many New Yorkers have grown weary of this type of official messaging.

I appreciate you sharing this update with the group and hope these concerns will be considered.

Best regards,

Yoel Friedman
