Executive Summary & Key Findings

  • Participation Trends: After a period of decline attributed to the COVID-19 pandemic, program enrollment began to stabilize in 2024.

    • 2024 Enrollment: 67,677 households (a 0.8% increase from 2023).

    • Historical Context: Enrollment peaked at 75,515 in 2019 but dropped significantly in 2020 and 2021.

  • Eligibility & Utilization: In 2023, an estimated 158,214 households were potentially eligible for the program, a 17% increase since 2019.

    • However, the utilization rate dropped to 42.4% in 2023 (down from 55.9% in 2019), meaning more than half of eligible New Yorkers are not yet enrolled.

  • Expansion of Access: Recent legislative changes (Local Law 109 of 2023) expanded eligibility to include certain former Mitchell-Lama and Battery Park City units. Additionally, as of July 2023, the income calculation for new applicants has been simplified to make the process easier.

Program Eligibility Requirements

Both SCRIE and DRIE share several core requirements:

  • Income: Combined household income must be $50,000 or less.

  • Rent Burden: Tenants must spend more than one-third of their monthly household income on rent.

  • Housing Type: Must live in a rent-regulated unit (rent-stabilized, rent-controlled, or certain subsidized housing like Mitchell-Lama).

  • Specific Criteria: * SCRIE: Applicant must be 62 or older.

    • DRIE: Applicant must be 18 or older and receive qualifying disability benefits (e.g., SSI, SSDI, VA disability pension).

Impact of the Program

The report emphasizes that the program is a critical tool for housing stability. By freezing rent at the current level, it protects vulnerable seniors and people with disabilities from future increases, with the City covering the difference via a property tax abatement credit for landlords.

Future Outlook

The DOF aims to increase the utilization rate through continued outreach and the simplified application process introduced in late 2023/early 2024. The 2025 report suggests that while the program is recovering from pandemic-era declines, reaching the nearly 90,000 eligible non-participants remains a primary challenge.
