The law is s7000a and it goes back 45 years to 1981. The properties in Park Slope in 1980 were assessed at a microscopic value. Remember these homes were built in 1890 or so. Did you want to live in Park Slope in 1980? The homes in Bay ridge and Rockaway were built in the 1940s or so. Therefore they came on the tax roll at a much higher value. 

The homes in New York City are not reassessed upon sale. 

There are caps on how much the assessment can increase every year due to the law at s7000a

There is no discrimination it's simply the law that was passed more than 45 years ago.  

You can look for yourself the places where there's the old brownstones is where the lower assessments are. 

Fort Greene, Williamsburg and Bed Stuy, and now Bushwick are also older brownstones yet they are or were considered a mixed demographic.
