Hi all,

I am attempting to port some local DID numbers from Unlimitel, but I am
having an issue because the CLEC service address on the numbers do not
match my account billing address.

I've made several attempts to have Primus either update the CLEC address
or provide me with a list of addresses on file with Bell. They were able
to provide addresses on a small first attempt, but I keep getting push
back on a larger list.

Is there anyone that can help me determine the CLEC addresses on file so
I can finish porting my numbers?

The clec your moving them too should be able to help you with this.

Most likely it is Bell Canada and one of their addresses. I had this with several DID from Unlimitel.

The receiving CLEC seems to be getting stuck on numbers that I had
ported into my Unlimitel account.

Apparently, Unlimitel never updated the CLEC service address to our
address after each port. Bell is unwilling to release them to the new
CLEC because the information doesn't match the invoice we've submitted.
I've been told by Primus customer service that provisioning is unwilling
to the numbers with our proper billing name/address.

The best they're able to do is to slowly provide a list of addresses
that Bell has for each number - which is filled with old addresses (and
names, I assume) as the numbers have been reused.

I guess no one said porting numbers was easy.

What you are saying doesn't make sense. On one hand you are saying numbers
were ported "into my Unlimitel account.", then the problem is; "Bell is
unwilling to release them"... ? Is it Bell or Unlimitel?

In any case, the bottom line is; whoever is the current LEC, should provide
current service address information which you can use in the porting
request.

At the end of the day, if the carrier that you are porting to to isn't
willing to help, then you should find someone else. Porting is governed by
the CRTC with a well defined set of rules and none of it is rocket science.

This "port out" from Unlimitel appears to be a complex problem (we faced
it), but is rather a "straight forward process" with proper paper work.
But you have to go through the standard steps first.


a) Ensure the billing address matches the original account holder's
address and account number on file. (the Unlimitel account holder).
b) That is, if I have 100 DIDs from Unlimitel, then the address on
**MY** Unlimitel account must match the address being submitted to the
winning CLEC / ILEC.
c) IF first attempt fails, they should advise you for the reason for a
failed port.
d) On that event, contact your supplier and insist to provide the
necessary information, or simply request to have the DID released
unconditionally without prejudice.
e) Contact the willing CLEC/ILEC and request for a 2nd attempt.

If the above fails, regardless of which ever reason it is - your fault,
their fault, some clerks fault or grand pa's fault... then request the
winning CLEC / ILEC to file a "Form Version 2", along with your written
affidavit / attesting under oath that you are the end user of the
number, along with a copy of your ID (drivers license is fine).

For these difficult port outs, we have been 100% successful on the 3rd
attempt as described above.
No loosing CLEC or LEC, wants any pain, and it is to their best interest
to release the number to the winning carrier, if supporting documents
have been provided.

But yes, I have to admit that porting away numbers from "Unlimitel
infrastructure" now under the Primus brand and ownership, has proved to
be rather a root canal treatment compared to porting out numbers from
any other carrier I've dealt with. In fairness to Primus I've had no
issues porting away numbers from Primus's primary infrastructure,
whether the number belonged under their residential, business or
wholesale platform.
