Worked for me. On windows vista, I downloaded and installed the 1
click install( rubyinstaller-1.9.2-p0.exe).
Then went into cmd prompt and ran this. No errors:

C:\Users\blah> gem install taskjuggler
Successfully installed activesupport-3.0.1
Successfully installed mime-types-1.16
Successfully installed mail-2.1.3
Successfully installed open4-1.0.1
Successfully installed taskjuggler-0.0.7
5 gems installed
Installing ri documentation for activesupport-3.0.1...
Installing ri documentation for mime-types-1.16...
Installing ri documentation for mail-2.1.3...
Installing ri documentation for open4-1.0.1...
Installing ri documentation for taskjuggler-0.0.7...
Installing RDoc documentation for activesupport-3.0.1...
Installing RDoc documentation for mime-types-1.16...
Installing RDoc documentation for mail-2.1.3...
Installing RDoc documentation for open4-1.0.1...

Hi

can you install taskjuggler?
i don´t understand

gem install --install-dir taskjuggler taskjuggler-X.X.X.gem

[--install-dir] =  PATHfile? 
-X.X.X  = Version?
[-] = dash or hypen?
[-] = included, is valid  ?

Try "gem install taskjuggler" instead and see if that works.
