two scenarios would mean, that you always have to update the
efforts, resources and everything simultaniously in both scenarios,
right? That sounds annoying and error-prone.
I would do it (on Linux) with a custom setup and a Makefile. (Only
if there is no i18n facility for this of course. Didn't researched
this.)
With a custom setup, it could look like this:
Makefile
tasks.csv (three columns: task_id, language1, language2)
project.tjp
and make generates
project.en.tjp
project.de.tjp
project.tjp needs some kind of placeholders for the task description
which are replaced by the corresponding translation from the csv
file. This can be done by sed, or you use a template engine like m4.
sed is easier.
Or maybe better: leave out the task description in project.tjp and
just have the task_id. Then you can use sed or awk to insert a
complete line for project description below the corresponding
task_id.
