Before I spend too much on the learning curve, will Task Juggler do
this?:

I wan't to schedule individuals who are allocated to teams to be in
specific rooms at specific times, e.g

John Doe (team 2) in room X every monday from 0900 to 1040
Jane Duo (team 3) in room Y every tuesday from 1300 to 1400
etc ..

even better:
John Doe (team 2), James Bye (team 4) and Jacky Zoe (team 1) in room
X,Y and Z (respectively) every monday, tuesday and friday from 0900 to
1040, and 1100 to 1230
..etc

Afterward generate reports on individuals, and rooms and team and
empty rooms, etc

In other words I'm looking for scheduling software ... (I know of a
FOSS project called 'rapla' which seems suited, but it's mostly point
and click)...

Kind regards

TaskJuggler maps resources to tasks, not resources to resources. You
can try to model the time slots as tasks and make rooms mandatory
resources. This should get you a good way forward. But the devil is
always in the detail.
