Cc: Cindy Elsenheimer - NOAA Federal <cindy.el...@noaa.gov>Hi Jenni & Lara (Cindy cc'd),I received this tasker from Jainey Bavishi's office this week and I chatted with Cindy Elsenheimer about how best to handle it. We were thinking DEIA team can handle #1 & #2, while #4 & #5 could be handled by the ROCs (with perhaps some input from the WFOs as needed). I'm not quite sure who is best to handle question #3... perhaps one of you might have a suggestion on an office within OCOO or OPPSD?The due date for input is COB 2/22/24.Cindy created this document for input. Please let me know if you have any questions and I'll try to get answers from Ella
Clarke (who sent this tasker out). Thanks,AaronHi all,I hope everyone is well and staying out of this nasty weather if you're in DC! Reaching out with two things:1) As many of you likely already know, ASOA Bavishi and team released a Request for Information (RFI) on Equitable Climate Service Delivery over the summer/fall to gather feedback on how to increase capacity and access to climate services for climate preparedness, resilience and adaptation planning in historically underserved communities — including Tribal and Indigenous communities. The team is now working on a draft of the Equitable Climate Service Delivery Action Plan to be released in late March/early April. As part of this Action Plan, we would like to highlight work that NOAA is already doing to be responsive to the feedback that we heard. We would like to request 3-5 brief narratives (2 paragraphs max) from each LO that tell the story of a project or activity that is currently underway or completed and that is improving equitable climate service delivery within one or more of the following thematic areas (see below) by COB Thursday, 2/22.The narratives should follow the below format:
Prioritize user access, application, and needs: Many users shared challenges faced in accessing, navigating, and understanding NOAA climate services – and many respondents were unaware NOAA climate services exist or didn't know where to find them.
Support decision-making at hyperlocal scales: Climate service users need to make decisions at local or hyper-local levels, from municipal to community level and even for personal planning. Some are turning to private, third party data sources that are more user-friendly than NOAA's climate services.
Identify connections between climate change and socioeconomic impacts: There is a strong desire for more incorporation of socioeconomic data and the socioeconomic impacts of climate change, particularly around health and climate migration/relocation.
Include meaningful community engagement and technical assistance: There is a strong desire for more intentional outreach, training, workforce development, and overall community engagement. Respondents asked for more engagement from NOAA, including training communities on our climate services or how to find and use them. Many respondents called for more partnership with educators and colleges.
Support underserved, tribal, and Indigenous communities and prioritize NOAA’s workforce diversity: There is also a sense that NOAA needs to further prioritize diversity within their workforce, and increase investment in supporting underserved or Tribal and Indigenous communities.
- Description of the specific problem (before the solution) and its impact
- How the project/program team engaged with communities to understand how to address the issue
- What was done and the impact it had.
2) We'd like to introduce you to Hunter Jones (some of you may already know him!) who has joined ASOA Bavishi's team part-time as a Senior Advisor and will be working closely with me on the Equitable Climate Service Delivery Action Plan. Hunter comes to us from CPO, where he is the Climate and Health Project Manager working on the National Integrated Heat Health Information System (NIHHIS), the Global Heat Health Information Network (GHHIN) and many other initiatives focused on extreme heat, vector-borne diseases, and other environmental health topics. Welcome Hunter!!!Let us know if you have any questions!Thanks,Ella--Ella Clarke (she/her/ella)Advisor to the Assistant Secretary for Oceans and Atmosphereand Deputy NOAA AdministratorNational Oceanic and Atmospheric Administration--Aaron Willibey
