Enable Hot Spot after reboot

We have a need to deploy a solution remotely to monitor voice quality status of wireless NW.  It is an IOT solution.  We need to turn the HotSpot feature on for AT&T and others when the phone reboots/starts.  We have subscription for unlimited data and we have this feature available in the phones.  When we restart the phone, the hotspot configuration is turned off, and we have to turn the feature on manually.  We are running android 9 in our Samsung S8 Galaxy phones.  Thanks.

manual says....

The phone has just finished
turning on (after being shut
down, not just the screen
blanking).

It's advisable that any tasks
linked to this event start with a
Wait action of e.g. 5 seconds,
because Android is extremely
busy immediately after a boot.
Note also that the SD card
may not be yet mounted when
this event is received, which is
another reason for delaying
the task if it relies on the SD
card being present.
