I'm completely new to Tasker. I want to be able to do this on a phone that is not rooted.

I have the feeling this could be quite tricky to do. I'm trying to do it on a Galaxy S3. On the menu of that particular phone you open the control panel, click location services and then check boxes to enable the various options. There is also a confirmation dialogue each time you enable location reporting.

I thought that if there was any program on the market that could do this, it could be Tasker but perhaps there are other alternatives?

You could probably do it with the AutoInput plugin,

You can do it with AutoInput. Check out this thread: https://groups.google.com/forum/#!searchin/joaomgcd/autoinput$20gps/joaomgcd/AMyivqnDfMQ/0_nv1TbXXOEJ in the joaomgcd Google group. I set it up to just flip GPS on/off using the Location button, but I'm sure you could configure it to press other buttons. Look at the examples for AutoInput because you'll need the screen on for it to work: http://dkc.dozuki.com/c/AutoInput.

You can do this with "secure settings" (https://play.google.com/store/apps/details?id=com.intangibleobject.securesettings.plugin&hl=en)

From the description:
• Toggle Location Services
--> on or off
• Set Location Mode [4.4+]
--> location off, device only, battery saving, high accuracy

Those are the options I get.

My phone is rooted, so I can't tell you if it works on non rooted phones, but I think it will work, even with the free version
Because not all settings work on a non rooted phone.

Good luck.

You do need to have root to use the Locations Services toggle with Secure Settings.

Yes it definitely can be done using autoinput (as I've done it).
