What does %CELLSIG measure?

I can have my phone (Samsung Galaxy S3) as phone only, or phone + WiFi or phone + mobile data (which could be 3G or HSPA)
Does CELLSIG only measure the "phone" signal? i.e. the part used for voice calls?
or does having mobile data and/or WiFi on affect the value?

Ideally I would like to check just the data signal strength for a battery saver type profile

With  2G  or 3G  mobile networks, there is  always just a single cell your phone is connected to in order to make or receive calls or transfer data. CELLSIG should give you the signal strength of this particular cell. I'd assume that WiFi is a different story, as there are in fact no cells, but rather a roouter or an access point.
