I'd like to resize an image and then "somehow" increase the canvas or background size around the image (as white).

Example: take 500 x 300 jpg, resize 50%, expand (white) canvas or background to 800 x 600 (image not centered on canvas). The ultimate object is to create an updated wallpaper image with a book cover placed in a certain position.

I know I can do the first step with Tasker. Is there a way to do the second step?

If you intend to do a lot of image editing, Termux and its Imagemagick package is the way to go. It can do any kind of image editing. You can install it from:
