Works fine on my Droid Turbo with Kitkat 4.4.4.
What device?
OS version?
Tasker version?
Any other apps installed that might affect BT?
Are there any other apps installed that can enable/disable wifi and/or BT?
I did a google search using the keywords:
cannot turn on bluetooth android
and got several hits. Apparently there is some conflict between Nexus phones and android 4.2.
A solution posted in at least two different places:
go to : parameters/applications/all/Bluetooth
Empty cache, erase data and remove upgrades.
Restart your phone
It's worth a try.

It's called "Bluetooth Share" on my device.
Is Kitkat 4.4.4 available for your device? Maybe moving to a later version will solve it.
I was on 4.4.2. During the hunt to fix this, I found Verizon has released Lolipop for mine!
Running on v5.0.1 and my problem has disappeared also. :-)
