SD card document tree permission not showing up

I'm trying to allow SD card write access. I'm on a stock moto z2 force (7.1.1), no root. I've granted document tree access to other apps and it works fine, however Tasker will not present me with the option to allow it under the Android settings. Any ideas to force the option to appear or is this a bug?

I've also posted this on the g+ group. I'll update that with the answer if I get one here.

In Menu / More / Android Settings  there should be an option to enable
it if an SD card is detected. But in any case, you should also be prompted
for it when running an action that needs it.

Yes I'm aware that menu option should be there but it is not. I'm not prompted either when I navigate to /storage/[sdcard-id]/ either when picking destinations either. I most definitely have an SD card inserted and can view the contents but cannot write. I can write there just fine with other apps like Astro file manager. It's as if tasker doesn't realize it's an SD card.

How have you set it up ? As part of internal memory maybe ?

No, its setup as external storage. I managed to find a workaround. I Installed 4.9 from the link, created a folder with with the packagename in the Android data folder, then upgraded to the market version. I was able to request the permission at that time. The option did NOT appear until then.
