Short answer: no, Android doesn't allow apps to access notification text.  If you have a rooted phone, you can play around with the shell command:

dumpsys notification

... and see what you can come up with.

If this doesn't work: is this because it is technically not possible in Android or because no such feature is implemented in Tasker?

Why it should be get from notification ? You can grab it from a variables. CNAME, SMSRB, SMSRN, email won't work without K9.

This is incorrect.  The applications that require access to OTHER APP notifications can register as an "accessibility" service.  They will receive all text entered through notifications and keyboard.  It's primary purpose is to provide text-to-speech for the blind, but can be used for apps like Tasker and LightFlow.  That said, it can't tell when the notification is/was cleared, just tapped.

Tasker even tells you as such when you try to use a "notification click" event.
