I finally figured out what is causing all task execution to stop during screen off. Not sure if this is device or android version specific, However I have seen several posts about this mysterious issue. When this occurs only task execution is stopped. Profiles continue to go active and inactive and Tasks are still submitted to the queue but are not allowed to run untill the screen is turned on. When the screen is turned back on all the tasks in the queue are then run.
The cause of this is the Action -> Flash -> Tasker Layout (selected) -> with no other options selected. When this action is encountered and screen is off it will Halt all Task execution.
If you run this task with the play button, Then turn off the screen it will only loop 1-2 times then all task execution will stop untill the screen comes back on.
