Bluetooth scanning

Since Android 7, I think, Bluetooth scanning has been available without having Bluetooth turned on. But Tasker still requires Bluetooth to be turned on for Bluetooth near to work. This is similar to WiFi scanning without WiFi turned on, and Tasker does take advantage of this for WiFi near. It would be really useful if Tasker would receive support for Bluetooth scanning, so that Bluetooth could remain off when not in use. This would also eliminate the need for the toggle Bluetooth option in Bluetooth near for those using a supported Android version.

I have not seen official documentation, but I first noticed this on a Nexus 6 after it was upgraded to Android 7, and my current Galaxy S9+ shows the phone can use Bluetooth LE to find near devices without turning on Bluetooth, on Android 8. 

On the S9, you can see this in settings, connections, more connection settings, nearby device scanning.

On the Nexus, I remember seeing it in the same place that I enabled WiFi scanning always on. I'll look for it later to get the exact naming. I'll try to find some documentation about it as well.

On my Nexus 6, the Bluetooth scanning can be found here: Settings, Location, "overflow menu", Scanning, Bluetooth Scanning.
