He's cleared cache but it did not help. I logged in as myself on his IE 8 client and it appeared I could post.
It was his first post. He might have posted twice since his first post did not show up. Might he be blocked?

Yes, there was a Jay joined Nov 12th was banned. No idea why, the two
posts looked fine to me. I unbanned, sorry about that (and hope I've
got the right Jay there...)
