By 'alert the file' you mean 'alter the file' ?

What are you using to detect 'file altered' ?

Sorry yes I meant alter the file and I was using the file modified event. I even tried file delete without success.

Are you sure the scp is writing the correct file ? (you've checked
manually that the expected new contents are there?).

If so, and it responds correctly to manual changes, then it looks like
an OS failure.

Yeah it is writing the new file, I manually copied the file over, tried remotely deleting it, all kinds of things and it would only trigger if I deleted or modified the file (depending on the event) on the device itself.

Try Notify My Android or Pushover. Both are apps that let external stuff send notifications to your device. You can then use the Event/Notification context
