Nope, can't be done without root.  Need Tasker and "Secure Settings" plugin.  Just got it working.  Maps or Nav On>GPS On.  Maps or Nav Off>GPS Off.  GPS On and GPS Off are Tasker tasks you define with actions defined THRU THE SECURE SETTINGS Tasker "plugin".

Thanks for the reply.  That's what I thought.
 
Rooted it last night.  Installed Secure Settings, and enabled the helper.  Still no luck.  Initially it allowed me to select the command to toggle the GPS, and I was able to set up two tasks, one to set GPS ON and one to set GPS OFF.  It wasn't working right, then suddenly stopped working at all.  Now if I try to add a GPS toggle command, when I select GPS from the available choices, it gives me the warning message that says I should consider rooting and installing the Secure Settings plug-in...??
 
What did I miss here?

Nevermind...  I just figured out how to configure the Secured Settings plug-in to make the change...  Got it!  All set now!  Thanks!

Hey that's great! Now you will want to Auto Connect GPS when either Maps or Navigation are launched. You'll need a fix for the stand-alone navigation app because it launches faster than you can Tasker enable GPS, so check out my fix on wiki. Just play with the delays, it works 95+ % of the time. Depending on load, the execution times vary greatly.

Hey guys. Noob to this forum.

Just downloaded Tasker and had this same problem. I think I may have found a workaround. Not completely automated but in two touches you'll be back on Maps with GPS.

Essentially I created a profile that when I launch the 'Maps' app, it directly takes me to the location settings where I toggle ON my GPS and then click back...that brings me back to Maps with GPS on.

Here's what I did in Tasker (excuse the lingo)

-Create Profile, select 'Application', select 'Maps' app
-Add new 'Task', name it 'GPS ON'
-Add action, select 'Settings', select 'Location Settings', 
-Under 'If' select 'checkbox', enter %GPS ~ off

I've avoided rooting my S3, since I'm (slightly) more scared of bricking the thing (or otherwise creating time-consuming problems for myself) than I'm annoyed about issues like not being able to control GPS through Tasker. What I've done instead is to set up a workaround profile that does all sorts of "in car" stuff, including enabling Bluetooth, running iOnRoad and Waze, answering incoming calls automatically, reading me incoming texts and automatically sending an "I'm driving" response, and so on - all triggered by my turning GPS on.
 
So I've given up, for now, on controlling GPS; but since the only reason I turn GPS on is to drive, I've set myself up so that GPS itself acts as the trigger for turning everything *else* on!
 
Now if I could only get Tasker to turn Waze *off*... <g>
