What kind of encode using "Convert Variable" - URL ENCODE?

Hi, does somebody know, what kind of encoding uses "Convert Variable" function when "URL ENCODED" is used? I need UTF-8, bud it after encoding, it does not look like UTF-8 encoding. Thanks....:-)

The original post was about Variable Convert, not HTTP Get. Anyway,
problem noted.

Same issue with curly quotes. The URL encoding is apparently unable to handle certain Unicode ranges.
