Is there a way to disable the touch screen while an application is
open?
I have a kid that constantly runs movies at full speed, and i would
like stop that by not allowing touching of the screen.
Home buttons would be ok, is this possible?

Well if movies is your only problem usually the stock video player allows you to disable touch by simply pressing on the lock button when video is being played..

No, what I need to do is whenever I open a note taking app I want to
disable touch to prevent palm impact.

Set up a blank/transparent scene and run a show scene as "Overlay, Blocking".
Make sure you have some sort of exit, otherwise you'll have to reboot to get your screen back.
