Mixxx: An open source project broadcaster available for Windows, Mac, Linux. You need to install Lame encoder to be able to broadcast mp3 to SHOUTcast. Abit too bloatware for my slow pc, plays most formats. (windows, linux, mac)

Apparently the popular non-linux options are: sam broadcaster for windows, and nicecast for OS-X. I've already tried and the windows program doesnt work properly with wine. So far my best easy to use solution is using winamp inside of wine... but this only allows her to stream a playlist, it doesnt offer any extra features like broadcasting from her mic, which she wants to do.
mpd can stream to both icecast and shoutcast servers. It can even stream all alone using a httpd output plugin... the latter is only available in the git version or in the 0.15alpha1 release, but its worth checking it out!
