It does actually, because in this case, 'installing' the compiler means
building it from source code and installing it. The Free Software
Foundation only distributes source code, but there are lots of websites
where people make compiled versions available. For you, the best one
to visit would be

I can't fiure out what is going on. Trying to install the gcc environment on
a Solaris 2.8 sparc machine. It states that I must set the CC enviroment
variable to a working compiler. That does not make since as I am tring to
install the compiler. Any ideas? I don't have Sun's optional 'C' compiler.
I am trying to use a directory of /opt/gcc
I got the gcc code to download just fine. I downloaded the full version
(12.5 MB).
