From time to time I run into users who can't launch apps and receive "Receive unable to launch apps....Cannot open the Citrix workspace". I've been trying to figure this out for over a week, with no success as I can't find anything related to this error on the web. I'll add that the user who fails to open consistently, others can open with no problems at all.
I am also experiencing this issue and have tried numerous things to solve it, like trying old versions of the Workspace app, un- and re-installing, disabling the firewall. I did not manage to resolve this issue.

I saw the task manager and found that PID 4 is used by System and its Description is NT Kernel & System.So I tried to stop the http service.All dependency services stopped. But I am facing an issue in stopping http service like
I had a similar issue when trying to run a project from Visual Studio 2019 on Windows 10. The application could not start because the port was apparently being used by another process. However, the netstat command showed that the port was not being used by any application.
I uninstalled Docker (as I did not need it) and disabled Hyper-V. To disable Hyper-V: Go to: Control Panel-> Programs and Features-> Turn Windows features on or off. Untick Hyper-V and restart the computer.
I ran into the same problem after we had upgraded a solution from Visual Studio 2012 to 2015. I had come here and ran netstat only to find that no other application was using the same ports. It turns out I had the same sites with the same ports mapped in the applicationhost.config at Users//Documents/IISExpress/config and the applicationhost.config in the .vs folder inside my solution. I should note that the problem didn't start right after the upgrade either. It just start failing consistently one morning. A couple reboots didn't seem to solve the problem either.
I had this problem when upgrading an MVC project. I copied over the newer-MVC .csproj over my existing .csproj file then worked back to a fully working Project. What I failed to consider is the existing port number in the old .csproj. The new project had a new port number, yet shared the Project/Assembly Name. That was enough to make IIS Express lose its mind and throw this exception.
I ran into this problem in Visual Studio 2019 today and spent 3 hours before finally figuring out the problem. Visual Studio uses 2 files to track the SSL port number, so you have to fix both and you have to fix both while Visual Studio is closed. The two files are the applicationhost.config file that is in the .vs\???\config folder of your solution; and also the .csproj.user folder of your web project.Edit both files and removing the offending configs. Maybe even just delete both files. Then re-open your app in Visual Studio. Good luck!
The easiest first pass at this without getting into the command console is to just shut down all applications (including VS), then launch VS by itself and try it again. There is likely another application like your browser causing the conflict.In my case Chrome caused it and was solved when shutting everything down and restarting VS. I opened Chrome again and everything was fine.
I've run into this problem before but usually find restarting visual studio, changing ports (increment by 1) or rebooting do the trick. However on this occasion none of this helped, and netstat wasn't finding a conflicting process. I even reinstalled IIS and visual studio and removed several other programs which I suspected could be interfering. It seemed as though IIS was trying to launch multiple instances of the same site.
Eventually I tried running netstat without findstr. I visually scanned the list of active ports and noticed that although the ones I had tried were not listed, there were a few processes using ports in a similar range. So instead I looked for a range which was free, picked a port number and that seems to now be working.
In my case, the easiest solution (and what works constantly) is to try installing a component of the IIS from the Windows 10 (eg. FTP Server). This can be done by going to the Control panel -> Program & features -> Turn Windows features On or Off, and then turning on an IIS component.
Strangely enough, even though the error is related to the IIS Express Web server (and not IIS), installing an extra IIS component, it obviously alters something in the system. After that, the system becomes functional again.
Something that I observed was that this issue was popping up when network related applications were installed or were opened. Examples of these were the update of my Docker Desktop app, installation of VMWare Workstation, Hyper-V activities (like running a VM), etc. I didn't pinpoint the exact reason but I know that somehow these are related.
My site worked fine, then started getting this error for no reason. I had many things open (including several VS projects) and didn't want to reboot. I also didn't want to waste time with any of these solutions, so I just changed the port number on the Project URL of the project properties... instant success.
I receive this error when trying to launch IIS Express from Visual Studio with a project that's configured to listen to an address other than localhost. Visual Studio freezes for about 30 seconds before giving the error "Unable to launch the IIS Express Web server".
Allow Visual Studio to create the entry in applicationhost.config for my web project. Then manually edit the config file to change localhost to 192.168.0.100 which is my local IP. Then go back into the project properties in Visual Studio and change localhost to the IP and save the project so that my project is now set to :36899.
After doing this, I don't need to run Visual Studio as administrator, and I can freely change the Project Url in the project properties to the local IP or computer name. I then set up port forwarding and it was accessible to the Internet.
If you are running Visual Studio/IIS Express as an administrator, you must not add a reservation to HTTP.SYS using the "netsh http add urlacl ..." command. Doing so will cause an HTTP 503 Service Unavailable error. Delete any reservations you've made in the URLACL to fix this.
in the "applicationhost.config" in "Documents\IISExpress\config" for a particular webapplication it was overwritten by Visual Studio 2012 again to default port whenever I was starting my webapplication.
Use a commandprompt in admin mode for this:- TYPE: netsh http show iplistenIf there are any IP entries:- TYPE: netsh http delete iplisten Repeat until the list is empty. Check if IIS Express starts now.
For me it was the applicationhost.config file in .vs folder in my project solution folder(.vs folder is hidden by default).So,I closed the project and delete the .vs folder (vs will recreate it again when you open the project) then reopen the project and run it.
I had the same problem with Visual Studio 2012. I managed to resolve it by removing from C:\Program Files (x86)\IIS Express\AppServer\applicationhost.config path unneccessary site entries. Alongwith running my VS2012 as an Administrator. Hope this helps

I have the Command and Conquer ultimate collection, and have already installed the launcher fix, and have disabled Origin when the game Launches. Whenever I try to launch Kane's Wrath through C&C Online, however, I get a pop-up message that states "Unable to launch Kane's Wrath". Is there something that I can do about this?
Where can I find the log files that you mentioned, so that I find a more detailed description of this problem? My computer is a windows 7 64-bit machine. The launcher is at C:/Program Files (x86)/Revora/CNCOnline. Origin is at C:/Program Files (x86)/Origin. Kane's Wrath is at C:\Program Files (x86)\Electronic Arts\Command & Conquer 3 Kane's Wrath. Hi, I'm a beginner to use CCS, I try to import "28335 LED example code" from controlsuite, but when I already import it, then I already fix some problem, it is also can't debug. when I want to debug, it will display error window"unable to launch CCS debug-session base on current selection", I try to figure out it and correct it. However, it still have problem. Next I try to change "the properties->variant" to XDS100V1, then I debug it, it have more 40 problems, I don't know why.... please help me to solve it. Thank you.
When you changed the device variant, it added an additional linker command file that is conflicting with the original one in the project. Please remove/delete the 28335_RAM_link.cmd file from the project to resolve the issue:
When the server boots up, I select F9, go to the RAID Controller menu and select 'Exit and launch HP Smart Storage Administrator (HPSSA)' but nothing happen.
The menu is frozen for a few seconds and the HPSSA doesn't start.
I can't get HPSSA enabled either. I accidentally disabled Intelligent Provisioning (IP) and I think that's why HPSSA won't launch from System Utilities -> System Configuration -> Embedded RAID 1: Smart Array Controller -> Exit and launch HP Smart Storage Admin (HPSSA) (greyed out) "This item is currently not available. Press F1 to get more information about this item."
