Tarbell 0.9-beta3 released

I released Tarbell 0.9-beta3 tonight.

pip install tarbell==0.9b3

Changes:

* Add per-bucket S3 credentials to settings.yaml and ditch s3cmd
* Add default S3 credentials to settings.yaml
* Subcommands for `tarbell configure`, such as `tarbell configure
s3` to configure just Amazon S3
* Better handling of `client_secrets.json` file in configuration
* Streamlined requirements
* Updated documentation
* Better handle template syntax errors without halting execution
* Better S3 url parsing (can use s3:// prefix or not anywhere an S3
url is specified)
* Use git submodule for project base template
* Don't use subprocess to spawn preview server
* Switch git operations like tarbell install and tarbell update to
use 'sh' module, which is easier and more robust than GitPython.

If you were using Amazon S3, you will need to run `tarbell configure
s3` to reconfigure your
S3 settings to use the new system. You will be reminded to upgrade
your configuration on all tarbell commands and cannot publish until
you do so.

I'll send a guide to upgrading old projects to use git submodules tomorrow.
