Tarbell v0.9-beta4 released

Hey everybody, the latest Tarbell is out. To install run:

pip install tarbell=0.9b4

Changes in v0.9-beta4:

* Fix major bugs in tarbell configure on OS X Mavericks and recent
Ubuntu versions
* Handle existence of client_secrets.json during configure
* Fill in default configuration values if settings.yaml exists
* Add optional EXCLUDES=[ ... ] to tarbell_config.py. Use `EXCLUDES =
[ "*.csv", "myfile.txt"]` to prevent those files from being published
to Amazon S3.
* Fix submodule bugs in tarbell install
* Improve text in default base template
* Do not allow tarbell publish to run if misconfigured
* Remove vestigal "--settings" flag

This fixes major bugs. There should be no backwards compatibility
issues, so you are encouraged to update immediately.
