Rakuten Viber Business Messages lets you send multiple message types within the same channel, making it simpler for the customer and more efficient for the brand: transactional, promotional and conversational messages.
A 24-hour conversational session starts whenever a user messages the business. After 24 hours or after the limit of 60 messages per session is reached, the session terminates automatically. The next time a user messages the brand, a new session starts.
For all active businesses, there is a minimum fee per month: no matter how many messages are sent, the business will pay no less than that sum. At the end of the month, each brand receives a bill based on the actual messaging traffic it has generated. If it adds up to less than the minimum fee, the brand is charged the minimum fee. Otherwise, the business is simply charged based on its usage of business messages.
You may not have to do anything that drastic. Try deleting the viber app, then restart your phone before adding it back. Just a normal restart or a forced restart (neither will result in any data loss)
I updated my VIber to the newest version (5.4.1) and once I opened Viber, all of my messages and call history were gone! I didn't delete and reinstall the app, I just updated it on my iPhone 5. I tried data recovery software but it doesn't work. Does anyone know what to do so I can recover my lost messages?
Also, there are random chat groups that are created but have no messages in them. I think they are chat groups I had before the update but all the messages are deleted like the non group conversation ones.
Having exactly the same problem! I just did the update and all my messages and calls are gone! I've emailed viber as well. I really hope this is just a glitch with the update and they can fix it! I want my messages back!!

Viber messages are supposed to be encrypted. However, there have been a number of bugs in the past, for example see Viber begins fixing image-encryption vulnerability. There may still be (undiscovered) bugs in the encryption.

Anyway, is there a way to use the Viber app on my PC as the main source for the back-up and not my new mobile (which only has 2 weeks worth of messages). I am scared to back-up the Viber on my mobile, for fear that when it syncs to my PC , all the couple of years worth of data will be lost and reverted into the pidly 2 weeks on my mobile.

From what I see, for Viber you need to purchase to send business messages, that is, you are sending to someone who has not already subscribed. It says right at the top of the API page you linked that if you want to do that, you need to contact one of the official partners. In this case, the API you linked may not be the correct API for using that service.
The send_message API allows accounts to send messages to Viber users who subscribe to the account. Sending a message to a user will be possible only after the user has subscribed to the bot. (see subscribed callback for additional information). You can share your bot with the users via a deeplink.
