It is an aerial view of the flooding at Metairie Cemetery in New Orleans. To easily recognize where the cemetery is on this map,
Before enlarging the photo, notice the racetrack shaped park just north of the interstate. South of the interstate contains Greenwood,
Cypress Grove, Masonic Temple, and St. Patrick’s.

You can enlarge the photo, and see how much of the cemetery was flooded by the levee breaks. Such a shame, this is my favorite
