Using Tango9:
Create a group and add devices to the group using a wildcard only adds those device which are exported/running. Whereas if you add each device individually both exported and non-exported devices will be added to the group. So when you interrogate the state of the devices in the group, those not running, as expected, will report None.
Additionally, if the group is created with all devices running and one is killed with -9, then if the group is recreated all devices appear but the device that was killed reports a state of None.

This issue was first noticed with PyTango and my test code is in Python.
